VACANCY 1: MONITORING EVALUATION AND LEARNING OFFICER (MEL)


JOB DESCRIPTION

The MEL Officer will be responsible for supporting the implementation of the Monitoring, Evaluation, and Learning framework for the USAID literacy program. The role involves ensuring the quality and integrity of data collected, facilitating the use of data for learning and decision-making, and contributing to the continuous improvement of program strategies. 

Key Responsibilities

1)      Data Collection and Management

  • Design and implement data collection tools and methodologies for activity monitoring.
  • Conduct regular field visits to ensure accurate and timely data collection.
  • Manage and maintain a central database for all activity data.

2)      Monitoring and Reporting

  • Track progress against key performance indicators (KPIs) and activity targets.
  • Prepare and submit regular monitoring reports, including quarterly progress and annual reports.
  • Analyze data to identify trends, challenges, and areas for improvement.

3)      Evaluation and Learning

  • Support internal assessments.
  • Facilitate the dissemination of information and incorporate learnings into activity planning.
  • Organize and lead learning sessions with activity staff and stakeholders.

4)      Capacity Building

  • Conduct training sessions for activity staff and stakeholders on MEL concepts, tools, and techniques.
  • Provide ongoing technical support to Teacher Assistants, Grade 1-3 English teachers, and Instructional Coaches on data collection and analysis.

5)      Feedback Mechanisms

  • Develop and implement structured feedback mechanisms to gather insights from stakeholders, including teachers, parents, and community members.
  • Use feedback data to inform activity adjustments and improvements.

 6)      Collaboration and Communication

  • Work closely with the MEL specialist from the implementing partner organization and other activity staff to ensure alignment of MEL activities with activity objectives.
  • Collaborate with the Ministry of Education, local community organizations, and other partners to enhance activity implementation.

  Qualifications

  • Education: Bachelor’s degree in Monitoring and Evaluation/Education/Social Sciences, or a related field.
  • Experience: Minimum of 3 years of experience in a similar role, preferably in an education-focused program.
  • Skills: Proficiency in data collection, management, and analysis tools (e.g., Kobo Toolbox, Excel, SPSS, R or other statistical software).
  • Strong analytical and report-writing skills.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Knowledge of USAID MEL requirements and guidelines is preferred.
